LoRa network configuration

To use a mote with the SPN station, the mote and the station need to use similar parameters. Thus, both the mote and the station need to have the following parameters configured:
- Pairing IDs
- TX Frequencies and response window frequency
- mote's specific parameters
- Regional parameters
- Rx frequencies
- TX Frequencies
- Fleet (only on the gateway)
A few kind of motes use pre-defined parameters. In this case, only the station needs to be configured.
